WhatsApp Business API: pricing for small firms.

What is the WhatsApp Business API?
An API is the official link between two systems that lets one send data to the other. The WhatsApp Business API, which Meta calls the WhatsApp Business Platform, lets the business number receive and send messages through a program instead of a phone.
It exists alongside the WhatsApp Business app. The practical difference:
| Point | WhatsApp Business app | Official API |
|---|---|---|
| Where it runs | On the phone | In a customer service system, on the computer |
| Message cost | Free | Charged per delivered message |
| Automatic replies | Greeting, away and quick replies, with fixed text | Menu bot or AI linked to the schedule, menu and stock |
| Agents | Whoever holds the device | Several people on the same number at once |
To see what a bot does with the API, read the article on WhatsApp chatbots.
How does the WhatsApp Business API work?
Two rules define what the business can send and when.
- 24-hour customer service window. It starts when the customer writes or calls and restarts with each new message from them. Inside it, the business replies freely.
- Template message. Outside the window, the business can only send a template, a standard text approved by Meta in advance. An appointment reminder or an order confirmation are examples. Meta may review, pause or reject a template at any time.
The WhatsApp Business Messaging Policy also requires customer permission before the business reaches out, and allows automation in the 24-hour window as long as there is a quick path for the customer to reach a person.
What is the price of the official WhatsApp API?
Meta charges per delivered message. The price depends on two things: the message category and the country calling code of the recipient number. For a customer with a Brazilian number, the Brazil rate applies.
| Category | Common example |
|---|---|
| Marketing | Promotion, news, invitation to come back |
| Utility | Order confirmation, delivery notice, appointment reminder |
| Authentication | Login code for an account |
| Service | Reply to a customer question inside the 24-hour window, written by a person or by a third-party AI |
| Meta Business Agent | Reply from Meta own AI agent, charged separately |
Per-message rates in reais are in the table on the Meta pricing page and change over time, so we do not repeat numbers here. BRL accounts are invoiced by Facebook Brasil.
Is the WhatsApp Business API free?
Partly. Meta lists the cases with no charge:
- Messages from the customer to the business are not charged.
- 1,000 free service messages per month for each business phone number. Since October 1, 2026, Meta charges service messages again from the 1,001st on. The allowance does not roll over: what is left in October does not carry into November.
- Free entry point window. When the customer arrives through a click-to-WhatsApp ad, the business reply opens a window that can last up to 7 days. In it, marketing, utility, authentication and service messages are not charged. Meta Business Agent messages are still charged.
One caution: without a payment method on the account, Meta delivers service messages up to the end of the free allowance and stops delivering them after that.
How do you estimate the monthly WhatsApp Business API bill?
You can reach an estimate with three simple counts:
- Customer service replies. Count how many replies the business sends per month inside chats opened by customers. Up to 1,000, there is no charge. Anything beyond that falls under the service rate.
- Notices outside the window. Count reminders, confirmations and delivery notices sent when the customer has not written in the last 24 hours. These are usually utility templates.
- Promotions. Count offer messages and multiply by the marketing rate.
Multiply each count by the Brazil rate in the Meta table. A clinic that sends one reminder per appointment and answers daily questions, for example, pays mostly for utility. A restaurant that depends on orders coming in through WhatsApp pays mostly for service. See examples by sector on the clinics and aesthetics and food service pages.
How can a small business use the official API?
The API alone has no screen for chatting. It needs a customer service system connected to the number, where the AI, the rules and team chats live. The steps usually are:
- Register the business and the number with Meta, plus a payment method for messages.
- Choose the customer service system and connect the number to it.
- Create template messages, such as reminders and confirmations, and send them for approval.
- Build the AI answers from the business information and decide when the chat goes to a person.
- Test with the team before opening it to customers.
At Lotaloja, a one-off setup costs from R$ 1,890, and ongoing support, with chat reviews and answer adjustments, R$ 490 a month (see the projects). If you prefer a full plan, customer service is included in the monthly plans, which start with Presence at R$ 2,990 a month. Meta messages are billed separately, directly to the business account. Lotaloja works only with the official API. The full offering is under WhatsApp customer service, and the Library has a guide on AI in customer service.
